Corporate Plan 2026 to 2031
Thriving communities
Building strong, healthy and resilient neighbourhoods.
We want Buckinghamshire to be a place where communities are connected, confident and proud.
That means tackling isolation and health inequalities through local, accessible support; empowering residents to shape their neighbourhoods through volunteering and civic participation; and empowering community leaders and local organisations to build inclusive, resilient places where everyone belongs.
Help people feel healthier, better connected and less isolated by:
- Working with partners to make Buckinghamshire a healthier place to live, from supporting active neighbourhoods to reducing health inequalities so everyone has the chance to live well.
- Promoting physical and mental wellbeing through accessible local services, such as Be Healthy Bucks and health support in town centres and high streets.
- Investing in sports and leisure facilities.
- Creating an age-friendly Buckinghamshire, helping older residents to stay active, independent and connected to their communities.
- Making use of our cultural and community spaces, such as libraries, community centres and arts venues, to help people come together, build relationships and feel part of their local area.
Help facilitate people getting more involved in their local communities by:
- Facilitating conversations with residents, organisations, the voluntary and community sector, and local members to help bring change and improvement to local places.
- Working with partners to increase volunteering opportunities.
- Working with local councils to shape devolved services and deliver joint projects.
- Developing our Libraries Flex model and co-locating community provision to increase accessibility and maximise use.

Making neighbourhoods safer by:
- Working with the Safer Buckinghamshire Partnership to reduce neighbourhood crime and tackle antisocial behaviour so that people feel secure at home, at work and in public spaces.
- Working with partners to protect residents from harm by tackling fraud and scams, including those that occur online.
Help communities come together no matter what their background is by:
- Ensuring that the way we work, including through the services we deliver, support Buckinghamshire’s communities to work together and support each other.
- Building our Community Board model to enhance participation and contribution to key local issues and to ensure identified local priorities are addressed.
- Strengthening our partnerships across the voluntary and community sector, and in particular developing faith group partnerships to promote inclusion and wellbeing.
- Ensuring a timely, proportionate and sensitive response in respect of community cohesion matters.
