Corporate Plan 2026 to 2031
How will this plan be delivered?
Delivering this plan requires strong leadership, clear governance, effective scrutiny and a whole-system approach that brings together our staff, partners and communities.
At the heart of this are the five priorities in our Corporate Plan, which act as the golden thread running through everything we do, guiding decision-making, shaping delivery and ensuring a consistent focus across the organisation.

The Corporate Plan sets the direction for all our activity, with its priorities underpinning our strategies, plans and day-to-day work.
These are supported by the Medium-Term Financial Plan (MTFP), which aligns resources to delivery, with our performance measured through Corporate Plan Indicators reported quarterly to Cabinet, Select Committees and through our Annual Report.
This creates a clear and consistent link from our corporate priorities through to directorate and service plans, team activity and individual objectives, ensuring we remain focused on delivering our shared ambitions.
Our ways of working
Our people play a vital role in everything we do, guided by our PACT values of Proud, Ambitious, Collaborative and Trustworthy, which shape how we work, make decisions and serve residents. We are committed to a positive, supportive working environment where partnership working and continuous improvement are central.
This is reinforced by our Medium-Term Financial Plan, which ensures we align resources to priorities, manage financial pressures and maintain a sustainable budget, while our Capital Investment Programme supports long-term growth, infrastructure and value for Buckinghamshire.
Working together for our communities
Our customers are at the heart of everything we do. We are committed to providing services that are easy to access, efficient and responsive, whether online, by phone or in person. Through our Customer First approach, we focus on being simple to reach, helpful in resolving issues first time, and clear and honest about what we can deliver.
We continually review and improve our services to ensure we meet these commitments and provide the best possible experience.
We know we deliver more, and deliver it more effectively, by working in partnership. We bring together residents, community and faith groups, businesses, local councils, public services and regional and national partners to focus on shared priorities and achieve meaningful outcomes.
This collaborative, outward-facing approach enables us to tackle challenges together, make the most of opportunities, and ensure our work reflects the needs of Buckinghamshire’s communities.
We remain committed to fairness, inclusion and engagement. We strive to create opportunities for all, promote equality and diversity, and build strong relationships with our stakeholders. We encourage active involvement through consultations, local forums and co-design activities, ensuring that residents and partners can shape decisions, influence services and help us deliver better outcomes for everyone
