Corporate Plan 2026 to 2031

The gateway

Shaping great places

Creating well-planned, connected and attractive places to live.

We want Buckinghamshire to be a place where people feel proud to live, work and visit.

That means planning for growth that respects local character and protects our environment; investing in infrastructure that connects communities and supports everyday journeys; creating vibrant, welcoming spaces with shops and services that residents want from regenerated town centres and well-maintained parks and public buildings.

Thriving businesses are key to our success, and we want all businesses to confidently establish and grow knowing that they are key partners in our local economy.

Alfred Rose Park, Aylesbury

We will support well planned developments that support growth and are shaped by local communities by:

  • Supporting housing and business growth through well-planned infrastructure, creating high-quality places and strong communities, shaped with local people.
  • Delivering key plans, including the Buckinghamshire Local Plan and Local Transport Plan, to guide sustainable growth and thriving communities, including good quality employment space.
  • Working with partners to ensure the right infrastructure is in place, including transport, schools and health services, to support new homes and jobs.
  • Creating vibrant town centres that attract residents, businesses and visitors, driving town centre regeneration in Aylesbury, High Wycombe and Chesham, and supporting other towns to thrive.
  • Championing Buckinghamshire’s interests in major infrastructure projects, including HS2, East West Rail, data centres and any future Heathrow expansion.

We will support the Buckinghamshire economy to grow, attracting more inward investment, creating more good jobs and opportunities:

  • Working with Buckinghamshire Advantage to develop the Woodlands site, delivering the Eastern Link Road South, around 1,100 new homes, new employment space, and public and sports facilities, in line with Aylesbury Garden Town principles.
  • Delivering our Economic Growth Plan, setting out how we will support jobs, investment and long-term prosperity across Buckinghamshire.
  • Supporting businesses to start up, relocate and grow in Buckinghamshire, building on the success of our enterprise zones, and continuing to support our foundational economy through our business support offer.
  • Launching a Growth Fund, providing targeted financial support to help local businesses start up, grow and create jobs.
  • Evolving our existing innovation clusters and support businesses, including SMEs, to take advantage of the latest innovations including AI.

Keeping our roads running smoothly by:

  • Investing in our roads, pavements, gullies and drainage, and streetlights across the county and deliver our £120m Roads Programme, focusing on preventative maintenance so that our roads network is more resilient.
  • Reducing the disruption caused by roadworks and put in place a lane rental scheme to reduce the disruption caused by repeated roadworks. Ensuring that parking enforcement is delivered consistently and effectively across the county.
  • Delivering and progressing key transport schemes including completing the new South East Aylesbury Link Road and advancing Phase 2, to reduce congestion and create more reliable journeys.
  • Supporting future transport needs by continuing to install electric vehicle charging points across Buckinghamshire.

Create lively, welcoming public spaces that people enjoy and take pride in by:

  • Enhancing our environment through a zero-tolerance approach to fly-tipping and litter, and enhanced cleansing activities.
  • Protecting and improving our open spaces and country parks, including opening a new country park in the south of the county.
  • Ensuring children have great places to play, including through improving parks and play areas.
  • Making sure everyone can enjoy Buckinghamshire’s great outdoors through improving our rights of way, outdoor sport areas and playing pitches.

Protect nature and cope better with extreme weather events such as heat and flooding by:

  • Improving and managing the natural environment, ensuring new developments leave local wildlife and green spaces in a better state than before, adopting the Local Nature Recovery Strategy, and continuing the Bucks Tree Mission to plant a tree for every resident.
  • Designing places that are resilient and well-prepared for the future, using natural approaches to manage flood risk, making sure new developments are built to cope with changing conditions, and supporting walking and cycling as practical travel options.
