Corporate Plan 2026 to 2031

The gateway

Opportunity and aspiration for all

Giving every resident the chance to learn, work and succeed.

We want Buckinghamshire to be a place where opportunity is real for everyone, at every stage of life. That means giving every child a strong start through better access to education, wellbeing support and family services; supporting young people and adults to build skills and secure good jobs with targeted training creating the opportunity to learn and grow

skills at all stages of life; strong employer partnerships and health-focused employment support to help people stay in work or return to work;

and ensuring older and disabled residents can stay active and connected so that they can feel part of their local communities. Whatever their age or circumstances, we want people to have a greater stake in their county and the chance to thrive.

We will work with our partners to give every child and young person the best start in life by:

  • Ensuring every Buckinghamshire child can attend a local, high quality school or early years, including in areas of housing growth.
  • Ensuring that children and young people with SEND can thrive and succeed, supported by their families and wider community, so that they are well prepared for adulthood, feel confident in their communities and can access employment as they become young adults. This includes helping young people with SEND prepare for adulthood through earlier planning, more post 16 options and providing services that are more joined up.
  • Ensuring that when children and young people and their families need support they are able to access this easily, and in ways which meet their needs in a joined up way, expanding our family hub network so families can easily find joined up, local support.
  • Planning for and delivering increased education provision to serve our growing population through our infrastructure delivery plan.

Support people in training to learn skills that help them get good jobs, and link people with employers and opportunities by:

  • Helping people across Buckinghamshire to find and stay in work through our first Get Buckinghamshire Working Plan, delivering employment support programmes, such as Connect to Work, expanding opportunities through the Horizons Programme, working with local businesses to offer real work experience and routes into employment, and providing practical training and adult learning, including skills bootcamps to build confidence and match people to local job opportunities.
  • Supporting residents who need extra help to get into work, including care leavers, through council-backed training, work placements and tailored support.

Ensure that those in our most deprived places can thrive and succeed by:

  • Continuing our focus on our Opportunity Bucks approach, moving it into a sustainable, long-term approach
