Corporate Plan 2026 to 2031
Supporting the most vulnerable
Making sure those who need help get the right care and support.
We want Buckinghamshire to be a place where everyone feels safe, supported and able to live well.
That means helping people stay independent for as long as possible through:
- early help
- joined-up care and community support
- protecting and empowering vulnerable children and adults through strong partnerships and high-quality services
- the delivery of partnership programmes (e.g. Opportunity Bucks)
- creating inclusive neighbourhoods and homes that promote wellbeing, dignity and resilience
Help people stay healthy, safe and independent for as long as possible by:
- Delivering services, particularly in housing and adult social care, which prioritise prevention and early help, focus on person-centred support and build on individual and community strengths, enabling people to remain independent for as long as possible.
- Working with our health partners to ensure that people remain independent and healthy in their local neighbourhoods through services which are local, joined up and easily accessible.
- Working with partners to ensure carers are recognised and valued, being able to access the information, support and resources they need to live fulfilling lives alongside caring.
Protect and empower vulnerable people so they feel heard and supported by:
- Working with partners to keep vulnerable adults safe in Buckinghamshire.
- Taking a zero tolerance approach to domestic violence, preventing it before it starts, acting quickly to protect victims and holding perpetrators to account.
- Promoting financial resilience for people and communities to help those most in need.
- Ensuring that people facing multiple disadvantages receive coordinated, person-centred support that addresses their housing, health, and social needs, helping them move towards stability and independence.
Help children, young people and adults thrive in their communities by:
- Being ambitious corporate parents for our looked after children and care leavers, championing their needs, ensuring they have access to stable homes, high quality education and good employment, and support that prepares them for adulthood.
- Improving support for children, young people and adults with autism and learning disabilities, ensuring they get the right care and support and can work, live independently and be active members of their community.
Ensure that everyone can have a decent place to live by:
- Increasing the number of affordable homes in Buckinghamshire, working with developers and our housing partners to ensure that housing delivers the right type of accommodation for people, with high standards of accessibility for those who need it.
- Tackling homelessness, preventing it before it happens and supporting people experiencing homelessness to move back in to settled accommodation quickly.
- Working with landlords to improve housing standards in the rented sector.
