What is the TES ANPR vehicle?
The Traffic Enforcement Systems (TES) Ltd Automatic Number Plate Recognition (ANPR) Vehicle is a state‑of‑the‑art enforcement vehicle that uses smart camera technology to detect parking, moving traffic and environmental contraventions.
Operated by APCOA, (who will deliver the county’s Civil Parking Enforcement contract from June 2026) the vehicle can work in attended or unattended modes, capturing evidence that is securely transferred to the council’s back‑office systems for onward processing.
Residents across the county have often sought resolutions for parking issues in their community, and the TES ANPR vehicle offers just that! Its role is not to replace Civil Enforcement Officers (CEOs), but to support them, helping teams work smarter by identifying issues quickly and focusing resources where they are most needed.

How the vehicle will be used
The APCOA ANPR vehicle brings a range of new capabilities:
- Moving traffic enforcement – capturing evidence of contraventions while operating either attended or unattended
- Parking enforcement support – checking vehicle registrations against cashless parking, Pay & Display and permit databases
- Environmental enforcement – recording evidence of incidents such as fly‑tipping for investigation and management
When a potential contravention is identified, the system doesn’t act alone. Instead, it works hand‑in‑hand with officers on the ground. This combination of experienced officers with smart technology will support safer, more accessible streets for residents, businesses and visitors.

One of the biggest benefits of the TES ANPR vehicle is how quickly it helps enforcement teams respond. When a contravention is spotted within a Controlled Parking Zone (CPZ), an instant alert is sent to the nearest available CEO via their handheld device. This alert includes:
- The exact location
- The type of contravention
- Optimised routing to reach the site quickly
CEOs on foot, mopeds or e‑bikes are strategically positioned to ensure fast response times. Once on site, the officer carries out a visual check and, where necessary, takes enforcement action. Everything is logged digitally, ensuring full transparency and traceability.
The new vehicle delivers a major boost in productivity.
In “spotter” mode, the TES vehicle can scan 5,000 to 6,000 vehicles per month – compared with 1,200 to 1,800 vehicles typically checked by walking patrols. That’s a 300% increase in enforcement productivity, allowing teams to cover larger or more complex areas that are difficult to patrol on foot alone.
The TES Generation 4 vehicle has been designed with flexibility in mind. It can switch between:
- Automated 'alert mode' enforcement
- Standard attended enforcement
- Bus lane monitoring
This adaptability adds resilience to the enforcement fleet, allowing resources to be redeployed quickly as priorities change - for example during peak commuting times or around schools.
To deliver maximum impact, the vehicle will be deployed in high‑priority locations, including:
- Limited‑wait commuter zones
- School “no stopping” areas
- Virtual permit parking zones
- Cashless parking locations
By automatically flagging likely contraventions, the system allows CEOs to focus on areas where compliance issues are most common – making enforcement more targeted and consistent.
