13. Assessment and decision making for Housing Payments

13.1 All applications for Housing Payments will be assessed on their individual merits, taking into account the applicant’s personal and financial circumstances, including any exceptional circumstances that may affect their ability to meet their housing costs.

13.2 The Council may ask for supporting evidence as part of the assessment process before a decision can be made. This may include, but is not limited to:

  • details of income and expenditure
  • proof of rent liability
  • information relating to rent arrears or housing‑related costs
  • evidence of any exceptional circumstances relevant to the request

13.3 The Council must ensure that Housing Payments do not duplicate Housing Benefit or Universal Credit (housing costs) already paid towards a claimant’s rental liability. This requirement reflects the principles established in the Gargett judgment, which prevents duplicate provision of support for the same period of housing costs.
