11. Purpose of Housing Payments

11.1 Housing Payments contribute to preventing hardship and promoting financial stability for residents who are struggling to meet their housing costs.

11.2 The Council may consider using Housing Payments to:

  • prevent homelessness
  • minimise financial hardship
  • support families to remain together
  • assist young people transitioning to independent living
  • provide additional support for residents facing exceptional financial pressure
  • help safeguard residents where moving home would be unreasonable or detrimental
  • support vulnerable people to remain safely in the community
  • help residents access or sustain employment
  • enable applicants to maintain affordable tenancies
  • support residents experiencing personal crises or unexpected events
  • assist those demonstrating efforts to improve their situation
  • ensure decisions remain consistent with relevant Government and DWP guidance
