Referral from the housing service

If the referral is from the Housing service, and the young person is homeless: Housing will provide temporary accommodation and refer the young person to the Buckinghamshire Council Children and Young People Services (CYPS) for a Child in Need Assessment.

If a young person is not homeless, but threatened with homelessness:

  • the Housing service should carry out prevention, advice and assistance
  • if domestic violence, sexual abuse etc is suspected at home, the CYPS should be informed
  • the CYPS will provide temporary accommodation and carry out a child in need assessment

Referral from a voluntary agency

If the young person is homeless and has been referred by a voluntary agency: they should be referred to CYPS for accommodation and a Child in Need assessment.

Child in need assessment

If the young person is a Child in Need: CYPS will provide accommodation, safeguard and promote the welfare of the young person.

If the young person is not a Child in Need: CYPS will complete a Duty to Refer to housing. The Housing service will provide temporary accommodation and carry out a homelessness investigation/assessment.

If the young person is then assessed as eligible, homeless, has a priority need and is unintentionally homeless: a Duty under the S193(2) HA 1996 is owed to the young person. They will remain in temporary accommodation until suitable long term settled accommodation is offered.

If the young person is not assessed as eligible, homeless, with a priority need and unintentionally homeless: CYPS will provide accommodation, safeguard and promote the welfare of the young person.
