Appeal a parking fine (PCN)
If you've received a parking ticket
When you can make an informal appeal
For a PCN that has been put on the windscreen of the vehicle or handed to the driver, informal appeal is the first stage of the process.
You have 28 days to make an informal appeal.
If you pay the fine within 14 days of its issue, the charge is discounted by 50%.
If you've received a Notice to Owner in the post, you will need to make a formal appeal instead.
Make your appeal
If we receive your appeal during the discount period, we will put your case on hold.
If we have reviewed your appeal and decide to reject it, we will give you another period during which you can still pay the discounted amount.
The appeal can be made by the:
- registered keeper of the vehicle
- person who was driving the car when the PCN was given
Before you make your appeal, you will have the option to use our checker.
The checker will ask you a few questions and help you decide whether to pay or appeal your PCN.
You can also make an informal appeal by writing to us and sending any evidence to:
Buckinghamshire Parking Services
PO Box 3584

What happens next
We aim to respond within 28 days from when we receive the appeal. We will post our response to you in writing.
If we accept your appeal, you do not need to pay the fine and the case is closed.
If we reject your informal appeal
You have 2 options if we reject your informal appeal:
1. Pay the fine
You can pay the fine online.
If we receive your appeal during the discount period, we will give you another period where you can pay at the discounted rate.
If the informal appeal was made after the discount period, the full charge will apply.
2. Make a formal appeal
If you choose not to pay, a Notice to Owner will be issued to you giving you the option to make a formal appeal.
