Appeal a parking fine (PCN)
Appealing a fine to the Traffic Penalty Tribunal
If we reject your formal appeal, we will send a 'Notice of Rejection of Representations' to the registered keeper by post.
This will tell you:
- why your appeal was rejected
- how to appeal with the Traffic Penalty Tribunal - an independent adjudicator
Appeal to the Traffic Penalty Tribunal
You do not appeal a 'Notice of Rejection of Representations' through Buckinghamshire Council. You must submit your appeal directly to the Traffic Penalty Tribunal which is an independent adjudicator.
The registered keeper of the vehicle can appeal to the tribunal within 28 days of the Notice of Rejection being served.
To appeal, you will need the following information which is listed on the notice:
- Notice of Rejection date
- PCN number
- Vehicle Registration Number
- PIN code
You will also need a valid email address and evidence to support your appeal.
You can make your appeal on the Traffic Penalty Tribunal website.
If you can't appeal online, contact the Traffic Penalty Tribunal and they can help you to fill out the online form or post you a paper form.
If the Traffic Penalty Tribunal reject your appeal
Their decision is final. If your appeal is rejected by them, we will send you a letter confirming the decision and the options available to you.
If you still do not pay
If your appeal is not accepted and you do not pay the charge, we are able to register the debt with the Traffic Enforcement Centre at Northampton County Court.
If payment is still not made, the debt could be transferred to an Enforcement Agent. An Enforcement Agent is able to add their costs to the amount due.
When you can no longer appeal
It is too late to appeal to the tribunal if you have received a:
- Charge Certificate
- Order for Recovery
- letter from an Enforcement Agent
