Appeal a parking fine (PCN)
If you've received a Notice to Owner
When you can make a formal appeal
You can make a formal appeal if you've received a Notice to Owner (NtO) in the post either because:
- you didn't pay a parking fine within 28 days of it being issued to you
- your vehicle was captured by enforcement cameras committing an offence
Notice to Owners are sent to the registered keeper of the vehicle after we get the address from the DVLA. The notice gives a further 28 days to pay or make a formal appeal.

When you make a formal appeal online, you'll be asked to enter your 'webcode' (this is 8 characters long and listed on the Notice to Owner document).

What happens next
We aim to respond within 28 days from when we receive the appeal. We will post our response to you in writing.
If we accept your formal appeal, the case will be closed and you will not need to pay the parking fine.
If we reject your formal appeal, we will tell you why by sending you a 'Notice of Rejection of Representations' and you can either:
- pay the parking fine online
- appeal to the Traffic Penalty Tribunal within 28 days of the date that the Notice of Rejection was served
