Legal models for delivering affordable housing (PDF, 717 KB) This report was updated in December 2024 and reflects the policy, legislative and operational position at that time. Since then, a number of the arrangements referred to have changed, including the our approach to allocating Section 106 affordable housing commuted sums, the future of Consilio Property Limited and the legislative threshold relating to local authority ownership of housing outside a Housing Revenue Account. The report has not been updated to reflect these subsequent changes but is being published as originally prepared, in line with the our commitment to make the work publicly available.
We keep our approach to affordable housing delivery under regular review as part of business as usual, responding to changes in legislation, government policy, funding opportunities, the housing market and local need. The report should therefore be read as a point-in-time assessment of the potential legal models for delivering affordable housing, rather than as a statement of the our current policy or delivery arrangements.
