New era for parking – Smarter parking enforcement service launches to tackle problem areas across Buckinghamshire

Buckinghamshire Council’s new civil parking enforcement service has launched today (1 June 2026), with APCOA Parking (UK) Limited now delivering operations across the county.

The move supports the council’s Parking Strategy and will deliver a more reliable, consistent service that helps keep streets safe and accessible for residents, businesses and visitors.

Under the new arrangements, APCOA will run an intelligence-led service, with Civil Enforcement Officers deployed where they are most needed and guided by an Enforcement Plan that sets minimum service levels seven days a week. The service combines experienced officers with modern technology to improve coverage and ensure a more responsive approach to local parking issues.

Residents can expect a fully resourced operation designed to respond to local need, with a more visible presence of enforcement officers in areas where parking concerns are most frequently raised, including around schools, town centres and residential streets.

The enforcement rules themselves remain unchanged. The new model focuses on improving consistency, supporting compliance and helping communities tackle ongoing parking pressures.

Steve Bowles, Buckinghamshire Council’s Cabinet Member for Communities, said:

“Good parking enforcement plays an important role in keeping our roads safe and our communities moving.

“This new parking enforcement service is about responding to what residents and local stakeholders have told us – that parking issues need to be tackled more visibly, consistently and effectively. It is about protecting communities, helping to ensure safe access for emergency services, pedestrians and cyclists – not simply issuing penalties.

“The partnership with APCOA introduces a modern, intelligence-led approach that brings together experienced enforcement officers with new technology, helping target problem areas more effectively and deliver a reliable service countywide.”

He added:

“Parking income supports the wider transport network, including transport services, environmental improvements, parking operations and the upkeep of car parks. That helps us maintain a sustainable service that benefits the whole community.”
