Apply for a disabled person's bus pass
Use this service to apply for a bus pass to travel for free if you:
- are permanently disabled
- have a disability that lasts at least 12 months (or likely to last at least 12 months)
You'll need to renew your bus pass every 5 years.
Who can apply
You can apply if you:
- are blind or partially sighted
- are profoundly or severely deaf
- are without speech
- have a disability or have an injury which has substantial and long-term effect on your ability to walk
- do not have arms or have long-term loss of the use of both arms
- have a learning disability
- have been refused a driving license due to physical incapacity (this does not include refusal on grounds of drug or alcohol misuse)
- are in receipt of Higher Rate Mobility for Disability Living Allowance (HRMCDLA)
Evidence required
You will need to send in one of the following pieces of evidence to show that you're eligible for a disabled bus pass:
This could be in the form of an award letter from the Department of Work and Pensions.
This cannot be Attendance Allowance. We'll need to see the date until which the higher rate of care or mobility has been awarded.
The following do not make you eligible for a disabled person's bus pass:
- Attendance Allowance
- the lower rate of the care or mobility component of DLA
To be eligible for a bus pass due to receiving PIP, you must either show evidence of either:
- at least 8 points under the 'moving around' activity of the mobility component of PIP
- at least 8 points for the 'Communicating verbally' activity
- at least 12 points for 'planning and following a journey'
You must email us both:
- a copy of the scoring sheet for PIP
- the front page showing the:
- date
- recipient’s name
- the date until which the award is valid
A Certificate of Vision Impairment (CVI), formerly known as a 'BD8', signed by a Consultant Ophthalmologist stating that the applicant is severely or partially sight impaired.
Evidence confirming applicant is profoundly or severely deaf in both ears.
This can be either:
- a recent letter from the DVLA, stating that you have had your driving licence either refused or revoked on medical grounds
- a recent letter from your hospital consultant or NHS healthcare professional stating your condition would be refused a driving licence by the DVLA and how long they expect this condition to last (however, depending on your condition, we may ask you to get a letter of refusal from the DVLA to confirm this anyway)

How to apply
You'll need:
- an email address
- your National Insurance Number
- current proof of eligibility
- a passport-style photo
Your bus passes will be valid anywhere in England but except Dial-a-Rides and most coach services.
By applying for a bus pass, we will need to collect and use personal information about you to produce and manage this bus pass. You have the right to request information about how we use your data and if you have any queries about how we might use your personal data contact us at [email protected].
Between 1 April 2023 and 31 March 2027, holders of the Buckinghamshire Older Person and Disabled Bus Passes will be able to travel before 9am (Monday to Friday) for a reduced single fare of £1 on all journeys starting in Buckinghamshire.
This is a trial period and may be extended.
Your bus pass can be used on journeys starting in Buckinghamshire from 9am to 11:59pm, Monday to Friday.
You can also use it anywhere in England:
- from 9:30am to 11pm, Monday to Friday
- all day at weekends and bank holidays
If your pass has been issued as a result of a visual impairment, you can use it on any journeys starting in Buckinghamshire at any time. Your pass will require the following symbol on it:
Companion passes
If you're unable to travel alone due to your disability, you can apply for a disabled person's bus pass with companion entitlement.
A companion pass entitles the pass holder and one adult companion to travel free of charge on journeys starting in Buckinghamshire. They must travel together, getting on and off the bus at the same stops.

The letter must state that the applicant would not be safe or able to travel alone.
If the applicant is a child, they will not be automatically offered a companion card due to their age. There will need to be medical grounds for a companion entitlement to be added.
