Privacy and the Home Upgrade Grant 2

This privacy notice explains how the Climate Response Team service at Buckinghamshire Council (the Data Controller) may use your personal information for the Home Upgrade Grant 2 (running until 31 March 2025).

This privacy notice should be read in addition to the Cambridgeshire and Peterborough Combined Authority’s and the Department for Energy Security and Net Zero’s privacy notices.

Information held about you

In order to promote the scheme and support the delivery of the Home Upgrade Grant 2 grant funding, we will send a direct mailout to a select number of properties.

It is necessary to collect and hold personal information about you. We may hold the following information about you:

  • basic details about you e.g. name and home address including postcode
  • contact information including phone number and email address
  • details of contact we have had with you e.g. email correspondence, phone calls and home visits
  • any other information you may give us
  • information on your property, for example the:
    • EPC rating
    • property type (house, maisonette, flat, detached, semi-detached etc)
    • tenure type (owner occupied, private rented, social rented)
    • heating fuel (electricity, oil, coal, LPG, gas etc)
  • details of applications for the Home Upgrade Grant 2 (name, address, email address, eligibility criteria: benefit receipt status (Y/N), low income household (Y/N), fuel poor household (Y/N)), application status, works completed, relevant dates, cost of works (received from Cambridgeshire and Peterborough Combined Authority as lead for the Scheme)

Why we need your information

We need your information to:

  • keep accurate records of contact with you, which could include, but is not limited to, the escalation and follow-up of complaints
  • refer you to other advice services or grant support if necessary
  • conduct feedback and quality assurance
  • monitor effectiveness of energy efficiency measures and works for the scheme

Information collected from other sources

To carry out the direct mailout we obtained information about properties from:

  • Parity Projects (third-party partner) to identify potential eligibility for the scheme by obtaining data on the following in relation to the pre-qualified postcode areas:
    • property type
    • EPC rating
    • type of heating fuel
    • tenure
    • location

To carry out quality assurance and assess effectiveness of the Scheme and improvements in energy efficiency we may obtain information relating to your application for the Home Upgrade Grant 2 (name, address, email address, eligibility criteria: benefit receipt status (Y/N), low income household (Y/N), fuel poor household (Y/N)), works completed, relevant dates, cost of works from Cambridgeshire and Peterborough Combined Authority as lead for the Scheme and/or the approved installer.

The legal basis for processing the data under the UK GDPR and Data Protection Act 2018 is:

  • Article 6(1)(e) We need it to perform a public task
  • Article 6(1)(a) Your consent

How we share and process your information

We will share your information, if appropriate, with:

  • other relevant services within the council e.g. Buckinghamshire Council’s Digital Post Room to deliver the direct mailout
  • Agility Eco (the managing agent). This could include escalating any complaints on your behalf
  • The Greater South East Net Zero Hub (the Accountable Body). This could include escalating any complaints on your behalf
  • The Department for Energy Security and Net Zero. This could include escalating any complaints on your behalf
  • as agreed with you, any other providers of advice, support or grant funding. They will use your information to contact you and offer information on additional services you may benefit from

We will only ever share the minimum amount of personal information necessary.

We will securely hold your information and only keep it until the 31 March 2026. Where information is no longer needed it will be confidentially disposed of.

Automated decision making

We do not carry out any automated decision making in relation to this information.
