Our Local Transport Plan
Overview
The Transport Plan Act, 2000 requires all Local Authorities to publish a Local Transport Plan (LTP).
LTP’s are strategic policy documents that set out long-term priorities for transport and are supported by more detailed action plans.
Local Transport Plan 4
Our current adopted LTP (LTP4) was published in 2016 under the former Buckinghamshire County Council.
Due to the changes since 2016 we are currently working to develop a new LTP (LTP5).
What the draft LTP5 covers
LTP5 outlines our vision, objectives and policies for transport up until 2045.
Our vision for transport in Buckinghamshire, is that by 2045 it will be easier for our residents to travel to work, school or college, shop, use public services and visit friends or leisure destinations.
LTP5 will guide all future work on transport, including strategy development, bidding and scheme development.
LTP5 will be supported by a number of more detailed supporting strategies:
- Climate Change and Air Quality Strategy
- Bus Service Improvement Plan
- Local Cycling and Walking Infrastructure Plans
- Transport strategies
It has also been developed to align with:
How the draft LTP5 was written
To draft the LTP5, we:
- reviewed the policies in LTP4 and researched best practice
- reviewed evidence to identify the challenges and issues which the LTP5 should address
- developed the vision and objectives alongside the new Local Plan and consulted on them between April and June 2023
- consulted on a full draft of the LTP5 in early 2026
- updated the draft strategy based on feedback from the consultation
The updated draft was approved by Cabinet in July 2026 and we are planning to adopt the strategy in September 2026.
How we consider the environment
LTP4 and the new draft LTP5 have been informed by a Strategic Environmental Assessment (SEA) and a Habitat Regulations Assessment (HRA).
These assessments of policies and strategies help us:
- protect Buckinghamshire's unique environments and countryside
- meet our climate change, air quality and health objectives
