Highway Infrastructure Asset Management Policy

Buckinghamshire Council’s 3,200km highway infrastructure is its most valuable asset, valued at £4.6bn. It provides a transport network for both businesses and private users and is critical in supporting the four main aims of the council’s Strategic Plan (2020 to 23):

• strengthening our communities
• protecting the vulnerable
• improving our environment
• increasing prosperity

Buckinghamshire Highways translates these four aims into 6 Asset management (AM) objectives and two Behavioural Objectives to provide a clear line of sight between the Council’s aims and Buckinghamshire Highways' activities. These objectives are designed to communicate the levels of service provided by Buckinghamshire Highways.

1. Provide and maintain a network that is safe to use.
2. Provide a resilient network that maximises availability and accessibility for all and support the local economy and future growth.
3. Engage effectively to understand the needs of our communities and to communicate service levels and performance.
4. Manage highways efficiently and effectively to deliver best value and quality optimising available resources.
5. Optimise the use of energy and natural resources to protect our special environment and contribute to a carbon neutral county.
6. Embrace and demonstrate best practice, innovations and new technologies in service provision.

2. Work in trusting collaborative partnerships, both internally and externally.
