If the resident of the annex is a relative but not a dependant

If your property includes a second separate dwelling (annex) that is rated separately for Council Tax you may be entitled to a 50% discount if both of the following apply:

the resident of the annex is a relative (if they are a dependant relative you may be eligible for an exemption instead)
the annex is your relatives sole or main residence
