Priorities for 2022/23

Develop affordable housing

Priority: Development of affordable housing, including on surplus public sector land, and requirements on private developments to include affordable housing for local people and key workers.

Outcome: Providing the homes our growing communities need. Reducing homelessness and addressing its root causes.

Address rough sleeping

Priority: Maintain virtual elimination of rough sleeping across Buckinghamshire through integrated public health & wellbeing approach.

Outcome: Providing the homes our growing communities need. Reducing homelessness and addressing its root causes.

Address housing need

Priority: Continue to address housing need by working with partners and stakeholders.

Outcome: Providing the homes our growing communities need. Reducing homelessness and addressing its root causes.

Unitary savings

Priority: All unitary savings delivered including BB Service Review, contracts and asset optimisation (£18 million in total).

Outcome: £25 million of savings/additional income were achieved in the first 2 years of unitary, including £5 million of unitary savings. We are on-track to achieve the full £18 million of unitary savings by 2025/26.

'Customer First' culture

Priority: Implement a ‘Customer First’ culture that is prioritised through the entire organisation to deliver an improved Customer Experience.

Outcome: We deliver our Customer First 3 promises to our customers, so our services are:

  • easy for you to get in touch with us, easy to get what you need
  • helpful and that we aim to get things right first time
  • fair and honest in our approach so that we’re clear about what we can and can’t offer, and the reasons why

We embed our Customer First Framework and the underpinning themes (Policy, Process, People and Performance) into all service reviews and any continuous improvement work.

Resources One programme

Priority: Deliver Resources One programme to bring our services together.

Outcome: One team that provides an exemplary support service that :

  • designs our services with the customer at the centre
  • enables our customers to self serve at a time and place of their choosing
  • decreases our operating costs to deliver our savings

Enterprise Resource Planning

Priorities: Deliver a future enterprise resource planning (ERP) provision or alternative that manages and integrates business processes through a single system that is fit for Buckinghamshire Council.

Outcome: Robust system provision in place that achieves savings, improves the user experience and brings organisational benefits.

ICT One programme

Priorities: Deliver the ICT One Programme

Outcome: Provides the council and its services with one modern IT platform that will contribute to improving customer experience and outcomes for residents.

Attracting a skilled and motivated workforce

Priorities: Support the attraction and development of a skilled and motivated workforce with effective leadership to deliver services.

Outcome: Supporting the wider organisation meet its goals though its workforce.

Implement new systems

Priorities: Implementation of the Master Data Management (MDM) solution and a Customer Relationship Management system (CRM).

Outcome: A MDM that provides a joined up, single view of a customer and households across the council, not just for services.

Fit-for-purpose, affordable CRM which integrates with Master Data Management solution.

Increase income

Priorities: Increasing income to protect front line services by:

  • maximising opportunities for property asset optimisation, investment and income
  • delivering an active asset management programme including a substantial rental income stream and capital receipts
  • reviewing potential for a housing development programme.
  • maximising on fees & charges across all council services as part of the MTFP process.
  • developing a viable Traded Services Strategy that delivers high quality, good value services to customers that covers its costs at the gross contribution level

Outcome: Delivery of additional income and savings to achieve a balanced budget and protect front line services.

Delivery of capital projects and programmes

Priorities: Delivery of capital projects and programmes – including regeneration, schools, sport, leisure projects and the One Public Estate Programme.

Outcome: Working collaboratively with other portfolio holders to deliver key schemes in support of the councils key priorities.

Managing our estate and maximising opportunities

Priorities: Active management of the council’s estate to maximise opportunities from our property holdings and provide a safe suitable workplace for staff in our operational estate.

Outcome: Providing an appropriate, well-maintained and safe working environment for staff and visitors to council offices.

Shareholder management

Priorities: Maintain oversight and shareholder management of the councils companies
