Disabled band reduction

A disabled band reduction may apply if a property is the main residence of a qualifying person and the property has either:

  • a room, other than a bathroom, toilet or kitchen, which is mainly used by and must meet the needs of the disabled person. There must be an association between the use of the room and the disability and it must be required to improve the wellbeing of a disabled person who lives in the property.
  • an additional bathroom or kitchen which is mainly used by the disabled person and must meet their needs.
  • enough floor space for the use of a wheelchair indoors that is required to meet the needs of the disabled person.

Qualifying Person

For the purposes of this reduction, a disabled person means a person who is substantially and permanently disabled caused by illness, injury, congenital deformity or otherwise.

The disabled person does not have to be liable to pay Council Tax and may be of any age.

Evidence required

Proof of disability – letter from Department of Work and Pensions confirming Disability Living Allowance/Personal Independence Payments and reason for the award. Confirmation letters from a GP or medical facility.

Where possible, photographic evidence of the adaptations to property or extra room that is being used which confirms use and/or equipment required for the disabled person.

Any other relevant proof.

We may also ask one of our inspectors to visit your property to confirm the reduction.

After you've applied

After you've applied, we will assess your claim and contact you regarding the outcome. If we need more information or to visit then we will contact you.

You must continue to make payments whilst a discount application is pending.

If your application is successful, your Council Tax band will be lowered by one band.

If your home is already on the lowest band (Band A), your Council Tax bill will be reduced by 17% instead.

Adaptations that do not qualify

  • stairlifts
  • rails inside or outside of a property
  • using a walking frame or walking stick indoors

Changes and Reviews

You must tell us within 21 days if you believe that you should no longer be receiving a disabled reduction e.g. if the disabled person to who this discount applies is no longer living in the property. You can do this by emailing [email protected]

We will review discounts periodically and ask you to confirm that your circumstances remain the same and that the discount still applies.
