Local Cycling and Walking Infrastructure Plans

Local Cycling and Walking Infrastructure Plans (LCWIPs) are evidence based, long term plans that identify cycling, walking and wheeling improvements at the local level.

‘Wheeling’ is an emerging term to refer to wheelchair and mobility scooter users.

LCWIPs provide:

  • network plans that identify preferred routes for further development
  • a prioritised programme of infrastructure improvements for future investment
  • an explanation of the process followed and analysis carried out

We've developed or are currently developing the following LCWIPs:

Buckinghamshire LCWIP

We have developed a council-wide LCWIP that outlines a high-level walking, cycling and wheeling network across Buckinghamshire.

The LCWIP focuses on opportunities for strategic connections between settlements and to key destinations, including:

  • employment
  • education
  • public transport hubs and networks
  • town and village facilities
  • countryside and visitor attractions
  • neighbouring authority areas

The LCWIP does not include routes that are wholly within settlements.

Public consultation on the Buckinghamshire LCWIP

We are holding a public consultation on the draft Buckinghamshire LCWIP from 2 September to 13 October 2024.

High Wycombe LCWIP

The High Wycombe LCWIP recommends improvements to walking, cycling and wheeling routes in and around High Wycombe and identifies opportunities for new and improved links with nearby surrounding settlements.

We carried out a public consultation on the LCWIP in Winter 2022 and it was adopted by the council in January 2024.

Aylesbury Garden Town LCWIP

The Aylesbury Garden Town LCWIP recommends improvements to walking, cycling and wheeling routes in and around Aylesbury and identifies opportunities for new and improved links with nearby surrounding settlements.

The Aylesbury Gardenway is a proposed 18km orbital park that will encircle Aylesbury and delivered in phases over several years. The route will connect with existing and proposed walking, cycling and wheeling routes providing a green corridor to surrounding villages and the local countryside.

Buckingham LCWIP-lite

The Buckingham LCWIP-lite recommends improvements to walking, cycling and wheeling routes in and around Buckingham and identifies opportunities for new and improved links with nearby surrounding settlements.

This LCWIP-lite extracts and updates the analysis and recommendations for walking and cycling outlined in the existing Buckingham Transport Strategy, produced in 2017, serving as the principal source document for the LCWIP-lite.
