Hefty fine for man caught dumping waste at Buckinghamshire hot spot
A man who denied dumping waste at a fly-tipping hot spot in Buckinghamshire has paid the price for his crime after being found guilty in court.
Rashid Mahmood, 53, from Slough, was convicted of dumping waste illegally when he appeared at High Wycombe Magistrates’ Court on Monday 19 May 2025.
The court heard that on Sunday 7 July 2024, a large storage unit was dumped at Middle Green Road, Middle Green, in Buckinghamshire. Buckinghamshire Council's Enforcement Team carries out regular work in the area as it is a known hot spot for fly-tipping.
On this occasion, camera footage captured a vehicle passing the lay by, clearly showing no waste on the ground. The images then proceeded to show a vehicle pull into the lay by and two individuals getting out of the vehicle and opening the boot. The next images showed another passing vehicle lighting up the layby, showing a new deposit of waste on the ground.
The vehicle parked in the lay by was traced back to Mr Mahmood who attended an interview at Slough Police Station but denied any allegations against him.
Magistrates at High Wycombe Magistrates’ Court found Mr Mahmood guilty and fined him £1,596. He was ordered to pay a contribution of £288.88 towards the council’s clean-up costs and a victim surcharge of £688 was also levied. Additionally, £2,000 in legal costs was added – making a total to pay of £4,545.88.
Buckinghamshire Council has a zero-tolerance stance on fly-tipping – it is against the law and offenders caught in the act will face enforcement action, including fixed penalties and prosecution where the available evidence allows.
