15. Monitoring and revision
The conditions set by NHS England in relation to the Better Care Fund are monitored throughout the year to ensure the funds are being spent in accordance with the agreed plan. This includes spend on the DFG. If the spend is not compliant then the BCF team may make a recommendation to initiate an escalation process. Any intervention will be proportionate to the risk or issue identified.
Expenditure of DFG funding is monitored within the Council on a monthly basis. Allocation of DFG funding to other purposes will only be agreed where it is evident that all forecast demand for mandatory DFG can be met within the year.
The Council will review this policy every 2 years, or sooner where there is a legislative or funding change.
The Council may at any time amend its policy for giving of discretionary financial assistance, by withdrawing, amending or creating new assistance packages, or allocating DFG funding to other specific projects or initiatives where the objectives and preventative outcomes of the Better Care Fund and this Policy are met.
The Council will publicise any amendments to this policy in a new published version and on the Council’s website as appropriate.
