Authority Monitoring Report 2023 to 2024

We are required by legislation to have a new Buckinghamshire-wide Local Plan in place. This Local Plan will cover the whole of the Buckinghamshire Council area for the period up to 2045. It will be part of the development plan.

The Council have continued to make progress on the Plan and specific evidence base studies despite change and uncertainty in the national approach to plan-making. Fig. 2 shows an expected timetable as well as progress to date.

There are 171 parishes in Buckinghamshire: 142 town and parish councils and 29 parish meetings.

A total of 73 parishes (42.6% of parishes in Buckinghamshire) have a designated neighbourhood area. In addition, there is one Neighbourhood Forum in the Wycombe Area.

• There are currently 38 made Neighbourhood Development Plans (NDPs).
• There are 39 NDPs (including made plans which are under review) in progress.

The AMR must report on policies that specify an annual number of net additional dwellings or additional affordable dwellings within the Council area. This includes completions, demolitions and outstanding commitments.

• The North and Central Areas completed 961 dwellings. There were 9,639 outstanding commitments not yet started or under construction. There were 195 affordable housing completions.
• The East Area completed 147 dwellings. There were 993 outstanding commitments not yet started or under construction. There were 34 affordable housing completions.
• The South Area completed 263 dwellings. There were 852 outstanding commitments not yet started or under construction. There were 70 affordable housing completions.
• The West Area completed 874 dwellings. There were 1,704 outstanding commitments not yet started or under construction. There were 113 affordable housing completions.

The Housing Delivery Test for 2023 showed that Buckinghamshire achieved a result of 127% and therefore no consequences are incurred.

The overall net completions for non-residential floorspace for all areas have been monitored.

• The North and Central Areas completed 70,935 square metres.
• The East Area completed -2,265 square metres.
• The South Area completed -2,951 square metres.
• The West Area completed 29,804 square metres.
