Highway Infrastructure Asset Management Plan (HIAMP)
Implementation and Governance
The implementation of Buckinghamshire’s Highway Infrastructure Asset Management Plan is underpinned by a structured governance framework that ensures alignment with strategic objectives, transparency in decision-making, and continuous improvement. Leadership is provided by the council’s Head of Infrastructure and Capital Schemes and the Highway Infrastructure Asset Manager. The implementation of the HIAMP is also supported by a wider governance structure that includes our Approval, Endorsement, Responsible, Consulted, Informed (AERCI) Matrix (which outlines each of the roles within Buckinghamshire Highways and their associated level of responsibility in the implementation of the HIAMP documents) and our Responsible, Accountable, Consulted, Informed (RACI) matrix (which establishes the daily asset management responsibilities and required competencies of each role within Buckinghamshire Highways). Engagement with wider stakeholders, including elected members, residents, and customers is also a key part of implementing the HIAMP and carried out through various methods such as annual customer satisfaction surveys or public consultations where necessary.
