Highway Infrastructure Asset Management Plan (HIAMP)
Introduction
The Highway Infrastructure Asset Management Plan (HIAMP) sets out Buckinghamshire Highways’ approach to the long-term stewardship of its highway infrastructure. It provides a structured framework for managing assets in a way that delivers value for money, supports economic growth, and meets the needs of residents, businesses, and visitors. Ultimately, it is the link between our strategic objectives and our operational activities.
The HIAMP aligns with national guidance and industry best practice, ensuring that highway assets are maintained in a safe, serviceable, and sustainable condition. It supports strategic decision-making by integrating lifecycle planning, risk management, and continuous improvement into the management of the highway network.
The HIAMP is delivered through a suite of interrelated documents that collectively define the council’s asset management framework and fulfill the requirements of a HIAMP as described in Appendix I of the UK Roads Liaison Group’s (UKRLG) Highway Infrastructure Asset Management Guidance Document. The sections that follow detail the components of our asset management framework and their interrelations, how we implement our HIAMP, as well as how it is communicated and regularly reviewed.
