English language skills assessment for taxi or private hire drivers
Since Monday 24 November 2025 all new Buckinghamshire Council Taxi or Private hire drivers must pass a version of the Council-approved English language test (ELT).
The test is online and uses AI (artificial intelligence) technology to supervise candidates.
This means you can take the test at a convenient time for you, without the need to book an appointment or in person supervision.

The cost of the English language test is £56.40.

You must pass the test with a score of at least 43 before applying for a driver licence. You will need to upload your test score report when submitting your application.
About the test
The test is a practical check of everyday English, not a school-style exam. To pass, you need to show you can handle common conversations - like giving directions, answering simple questions and explaining routine tasks - even if you make mistakes or speak with an accent.
The test is short and straightforward. Most people already use this level of English at work and in daily life. If you focus on speaking clearly and listening for the main points, you’ll be well prepared.
The test is online. Your video, audio and browser session will be recorded. These recordings will only be reviewed by an enforcement officer if the system flags a concern.
Help during the test
You must take the test alone in a room, with no one else there at any time.
You must not get help from another person.
If you cannot do this for any reason, you must contact Taxi Licensing before you take the test.
If there is any sign that you cheated or got help during the test, your application may be referred to an Enforcement Officer and could be refused.
What you'll need
You will need:
- a quiet room where you are alone to take the test
- your photo ID
- a laptop or desktop computer (mobile devices are not allowed)
- a webcam and good-quality, wired microphone
- the latest version of Google Chrome (no Beta versions)
- a stable internet connection capable of 1mbps upload and download speed
There are system requirements for your computer too:
- a compatible operating system, which includes:
- Windows 8, 10 or 11
- Mac OS X 10.9+
- Ubuntu Linux
- 4GB+ RAM
- i3 processor 5th Generation 2.2 Ghz or higher
- disable any VPNs and proxies
If you don’t have a suitable computer:
- first, see if you can borrow one from a friend, relative, or someone you know
