English language skills assessment for taxi or private hire drivers
From Monday 24 November 2025 all new Buckinghamshire Council Taxi or Private hire drivers must pass a new version of the Council-approved English language test (ELT).
The new test uses an AI-based system to assess English language skills to the expected standard.
You will be able to take the test at a convenient time for you, without the need for in-person supervision. It still ensures that tests are fair and consistent.
Book an English language test
The cost of the English language test is £56.40.
You can also take a practice test which costs £11 plus VAT. Tests are online so it is important that you are prepared.
You'll need to pass the test before you can make an application for a driver licence. When you make a driver licence application, you'll need to upload evidence of your English language test.

About the test
The test is held online and you'll need a webcam and microphone. It is proctored (reviewed to prevent cheating) and you'll need to disable any VPNs and proxies.
You cannot use a mobile device.
Your video, audio and browser session will be recorded and analysed.
You'll need to provide your answers using your microphone or keyboard.

You will need:
- a laptop or desktop computer
- a webcam and good-quality, wired microphone
- the latest version of Google Chrome (no Beta versions)
- a stable internet connection capable of 1mbps upload and download speed

- a compatible operating system, which includes:
- Windows 8, 10 or 11
- Mac OS X 10.9+
- Ubuntu Linux
- 4GB+ RAM
- i3 processor 5th Generation 2.2 Ghz or higher
