Corporate Parenting Strategy 2025 to 2030

Taking this strategy forward

Each year the Corporate Parenting Panel will receive a range of reports and updates to give them insight on the support provided for our care experienced children and young people. They will examine the reports in line with the stated priorities and ensure that Buckinghamshire Council’s service offer is delivering the best possible support for children and young people. Alongside this, the Corporate Parenting Panel will highlight and explore areas for additional focus that arise from We Do Care participation sessions with care experienced children and young people.

Children and young people’s experiences and ideas for improvement will be at the heart of this process.

The We Do Care Council will also align to review the promises set out against the strategic priorities.

Corporate Parenting Annual Report

Priority: All priorities

Every year the Corporate Parenting Panel will produce a report which provides an overview of the achievement, progress and challenges in meeting the needs of Buckinghamshire Council’s care experienced children and young people and care leavers who are placed both in in the county and outside the county. The report will also set out the priorities for each year.

Independent Reviewing Officer Annual Report

Priority: All priorities

This report works alongside The Corporate Parenting Annual report and gives an overview of the Looked After population and comments on key successes and challenges, along with plans for the next years.

Annual Health Report of care experienced children and young people in Buckinghamshire

Priority: Emotional and Physical Health and Wellbeing

This report outlines the delivery of health services to care experienced children and young people in Buckinghamshire, reviewing performance indicators, work undertaken by the LAC Health Team, service improvements and plans for further development. The Corporate Parenting Panel members will use the report to identify any emerging challenges or areas of concern that require particular attention, and if necessary, commission further updates.

The Virtual Head’s Annual Report

Priority: Education and Employment; Independence

The report will provide the details and progress on the delivery of education and employment to our children in care and care experienced young people including a section on the views of young people. The Corporate Parenting Panel members will use the report to identify any emerging challenges or areas of concern that require particular attention, and if necessary, commission further updates.

Care Leavers Report

Priority: All priorities

The report will provide the details and progress of work the priority areas for our care experienced young people including a section on the views of young people and how this has helped shape the service and practice. It will also include outcomes of audits completed by the service.

Survey results, analysis and action plans

Priority: All priorities

Throughout the year any surveys conducted with care experienced children and young people will be shared and progress on any action plans stemming from those surveys will be monitored at the panel.

Members of the panel will continue to take an active role by attending We Do Care events.

A report on Corporate Parenting of Black, Asian and other ethnic Children Looked After and Care Leavers

Priority: EDI and Identity

The Panel recognises that our care experienced children,

young people and young adults of Black, Asian and other ethnic backgrounds can experience racism and discrimination.

This report will help panel members address these issues and provide opportunities to be the best Corporate Parents. Buckinghamshire Council is committed to reviewing equalities data and implementing an action plan to ensure all our children and young people, whatever their background, can thrive and have good sustainable outcomes.

LAC Permanence/Fostering report

Priority: Permanency

This report will cover work provided undertaken around permanence and refer to the Permanence Strategy.

Adoption Annual Report

Priority: Permanency

The aim of this report is to give all stakeholders and service users a clear understanding of the aims and objectives of the adoption service by PACT, Buckinghamshire Adoption Partnership.
