Priorities of Transport Services

Investment in roads and pavements

Priority: Delivery of our £100m investment in Buckinghamshire’s roads and pavements to achieve improvements in condition across all categories.

Outcome: Maintaining the highway for the safe travel of all users.

Drain and gully clearance

Priority: Delivery of the drain and gully clearance and repair programme.

Outcome: Maintaining the highway for the safe travel of all users.

Investment in failed roads budget

Priority: In 2022/23 additional investment in failed roads budget allocated (£3 million).

Outcome: Maintaining the highway for the safe travel of all users.

New contracts

Priority: Procurement of new Buckinghamshire Highways Service contracts to deliver a new operating model that works for Buckinghamshire.

Delivery and effective operation of the new Highways Service contracts from April 2023.

Deliver capital programmes

Priority: Delivery of capital programmes including Rights of Way, Highways Infrastructure Projects), those funded by S106 allocations and others.

Outcome: Putting in place the right road and transport infrastructure to enable residents, visitors, and businesses to move around the county.

Increase access to electric vehicle charging points

Priority: Doubling the number of publicly available electric vehicle (EV) charging points across Buckinghamshire by end of 2023/24, and adoption of an EV Charging Action Plan.

Develop and adopt a Parking Strategy

Priority: Developing and adopting a Parking Strategy for Buckinghamshire.

Refresh transport policies

Priority: Refreshing transport policies including the Local Transport Plan, and introducing new policies such as the Local Cycling and Walking Infrastructure Plan and Area Transport Strategies.

Introduce and support sustainable travel

Priority: Introducing and supporting sustainable travel options through school travel planning; developer travel plans; delivery of Rights of Way Action Plan objectives within available resources; implementation of active travel schemes; and initiatives such as Simply Walk and Bikeability.

Outcome: Reducing congestion and encouraging active and healthy lifestyles.

Promote and support bus services

Priority: Seeking opportunities to promote and support the public bus network to recover post-COVID and to deliver against the Bus Service Improvement Plan where this can be achieved within existing budgets.

Continuous improvement of school transport

Priority: Delivering continuous improvements to the home to school transport service including better customer processes and innovations such as e-tickets.

Independent travel training for SEND students

Priority: Promote Independent Travel Training for SEND Students and promote Personal Transport Budgets.

Outcome: Ensuring passengers have a safe and high-quality experience by delivering value for money services and providing passengers with the best transport solution to meet their needs.

Continue scrutiny of HS2 applications

Priority: Continuing to scrutinise and process HS2 applications and seek to secure benefits for residents and communities in Buckinghamshire.

Outcome: Continuing to manage and mitigate the impact of national infrastructure schemes such as HS2 and East West Rail on Buckinghamshire’s residents, businesses, and special environment.

Hold HS2 and EWR to account

Priority: Holding HS2 and East West Rail to account, including on road repairs, communications and ensuring contractor compliance. Allocation of HS2 Road Safety Fund to ensure schemes are put in place.
