Context of the portfolio

Transport is a large and exciting portfolio, covering a variety of service areas which many residents will encounter every day.

The portfolio comprises a mixture of strategic projects and initiatives and operational delivery areas, presenting opportunities for innovation across the portfolio.

The transport and highway network facilitates delivery of many council services and priorities for example increasing prosperity, strengthening communities and improving our environment.

This portfolio works closely and proactively with the Climate Change & Environment portfolio in order to reduce emissions and deliver against actions set in the Climate Change & Air Quality strategy.

The Highways network is a significant asset with 2,053 miles of road in which we will invest £100 million over the next 4 years.

This portfolio is also responsible for the management and maintenance of:

  • 2,123 miles of Public Rights of Way
  • 84 public car parks and on-street parking offer

School transport and bus services

Home to School transport is provided for approximately 6,700 eligible students every school day and spare seats offered for sale to parents and carers of non-eligible children.

Through enhanced partnerships, our services work with bus companies to support recovery of the bus network and increase passenger usage.

High Speed 2 (HS2) and East West Rail (EWR)

The council continues to monitor and mitigate the impact of HS2 and East West Rail in Buckinghamshire.

The council’s powers are limited to those in the Act and Traffic and Works Act Order for HS2 and EWR respectively but will strive to minimise the impacts that both projects will have in Buckinghamshire.

Highways infrastructure schemes

A number of key highways infrastructure schemes are delivered in this portfolio, often utilising external funding from the Department for Transport and S106 developer funding, as well as development of key strategies and policies and supporting sustainable and active travel.
