Priorities for 2022/23

The Culture and Leisure services have identified the following priorities for 2022/23:

Statement of Community Involvement (SCI)

Priority: A clear Statement of Community Involvement has been adopted for local planning and development management decisions.

Outcome: Member, communities, businesses and local groups are fully informed and engaged in planning decision affecting their area.

Improve Member engagement with planning

Priority: Deliver improvements to Member engagement with Planning, including the delivery of a wider training programme.

Outcome: Member, communities, businesses and local groups are fully informed and engaged in planning decision affecting their area.

Buckinghamshire Local Plan

Priority: Significantly progress delivery of the new Buckinghamshire Local Plan

Outcome: To deliver sustainable development in Buckinghamshire; ensuring that development is appropriately mitigated through financial contributions or delivery of works in kind; bringing benefits for people who live, work and visit here.

Manage development within Buckinghamshire

Priority: Continue to proactively manage development within Buckinghamshire through the processing of planning applications.

Outcome: To deliver sustainable development in Buckinghamshire; ensuring that development is appropriately mitigated through financial contributions or delivery of works in kind; bringing benefits for people who live, work and visit here.

Keep planning decisions local

Priority: Keep planning decisions local with five planning committees.

Outcome: Supporting localism and to ensure appropriate, open, and transparent scrutiny of planning officers’ recommendations.

Neighbourhood Plans

Priority: Supporting the continued development of Neighbourhood Plans across the county.

Outcome: Supporting localism and to ensure appropriate, open, and transparent scrutiny of planning officers’ recommendations.

Building regulations

Priority: Ensuring that buildings are designed and constructed in accordance with the Building Regulations and associated legislation.

Outcome: Protecting the Health and Safety of people who live, work and visit Buckinghamshire through enforcement against non-compliant building works and management of dangerous structures.

A tough approach to planning enforcement

Priority: Continue our tough new approach to planning enforcement, taking actions where necessary on unauthorized buildings or activities.

Outcome: Protecting Buckinghamshire against harmful development clearly, consistently and proportionately.

Green growth

Priority: Focusing our policies and decisions on delivering new ‘green’ growth

Outcome: Contributing to addressing climate change by reducing the carbon impact of new development and growth through planning policy and building regulations.

Energy efficiency standards for new developments

Priority: Introducing higher, more energy efficient standards for all new developments.

Outcome: Contributing to addressing climate change by reducing the carbon impact of new development and growth through planning policy and building regulations.

Planning Improvement Board

Priority: Leading the Planning Improvement Board to deliver lasting and consistent improvements to the planning service.

Outcome: Deliver a modern and digital planning service which is simple, accessible and transparent and makes timely, high-quality decisions. Establishing an empowered culture within the service, building skills, capability and capacity.

Garden Towns and town centre regeneration

Priority: Continuing our commitment to Aylesbury Garden Town and focus on the regeneration of Aylesbury, High Wycombe and other town centres, including:

  • through the development of a regeneration framework
  • delivery of Future High Street Fund Schemes in High Wycombe
  • delivering next generation town centres

Outcome: Ensuring that Buckinghamshire is an attractive place to live, work and visit and supporting local economies to thrive.

Design Awards

Priority: Successfully implement a two-yearly Design Awards scheme. Undertake a programme of Conservation Area Appraisal work.

Outcome: Promoting good design across Buckinghamshire and protect valued heritage assets.

Priority: Development of a Market Strategy.
